Emergency Water Service Interruption for the Chalan Piao, San Antonio, Chalan Kanoa, Oleai, San Jose and Susupe Areas

There will be a scheduled water service interruption for the Chalan Piao, San Antonio, Chalan Kanoa, Oleai, San Jose, Koblerville and Susupe areas on Saturday, Oct. 21, 2017, from 8am to 5pm.

Commonwealth Utilities Corp. customers in the affected areas should expect restoration of services soon thereafter.

The interruption is required so CUC’s contractor, AIC Marianas Inc., can make the necessary repairs to a leaking 6-inch water transmission line. As a result to the repairs, a more effective and efficient water operation will be provided.

Repairs will be located in the corner of Guangdong Hardware in As Lito. Due to the closure of the southbound lane and for the safety of men and women working at the site, motorists are advised to proceed with caution and take alternative routes when traveling by the area.

Thursday, October 12, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC” ) would like to inform the general public that there is an emergency water service interruption for the Chalan Piao, San Antonio, Chalan Kanoa, Oleai, San Jose and Susupe areas.

The interruption is required so the CUC contractor (AIC Marianas Inc. ) can make the necessary repairs to a leaking 18- inch water transmission line. The repairs are anticipated to be completed later this evening by 5:00 p.m. and customers in the affected areas should expect restoration of services soon thereafter.

Repairs are currently ongoing and located in the corner of Guangdong Hardware in As Lito.  Due to the closure of the southbound lane and for the safety of our men and women working at the site, motorists are advised to proceed with caution and take alternative routes when traveling by the area.

Friday, October 6, 2017- Saipan, CNMl – The Commonwealth Utilities Corporation (” CUC”) would like to inform the general public that there will be a scheduled water service interruption on Wednesday, October 11 , 2017 from 8:00 a.m. to 5:00 p.m. in the Puerto Rico, Sadog Tasi, Lower Base, Lower Navy Hill and Garapan areas. Customers in the affected areas should expect restoration of water services soon thereafter.

The purpose of the interruption is to allow CUC’s contractor GPPC Inc.  to  abandon  a  2-inch waterline on Isa Drive, Sadog Tasi  and  transfer  customers  onto  the  12-inch  water  main  to provide a  more effective and  efficient operation.

About the Proiect

This project is  part of an ongoing Cross  Island Road  Phase 3 project in Capitol Hill, Saipan.

Wednesday, October 4, 2017 Saipan, CNMI – The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that  residents of  Papago, Upper San Vicente, and South San Vicente are experiencing a temporary water service interruption due to a pump failure at Kagman Booster 1.

CUC’s water operations personnel are currently working on the repair and it is anticipated  that the repair work will be completed by 8:00 p.m. this evening. Customers in the affected areas should expect restoration of water services soon thereafter. CUC apologizes for  any inconvenience resulting from this water service interruption.

Wednesday, October 4, 2017 Saipan, CNMI – The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be water service interruptions on October 6 and 7, 2017, from 8:00 a.m. to 5:00 p.m.

The purpose of the water outages is to allow Tropex Garden, the contractor for the As Lito Distribution System Upgrade and Service Lateral  Relocation/Re-connection Project,  to connect new 8-inch distribution mains to the existing main line in preparation  for the activation  of the new distribution mains.

The water outage on Friday, October 6, 2017, will affect  customers  residing  along  Chalan Msgr. Martinez Road from As Lito Drive all the way to Guangdong Hardware, and parts of Koblerville. The contractor will be conducting water main connections simultaneously at two areas. Connection #1 will be at the comer of Chalan Msgr. Martinez Road and As Lito Drive intersection, while Connection #2 will be at the comer of Chalan Msgr. Martinez Road and Lana Drive.

The water outage on Saturday, October 7, 2017, will affect  customers  residing  along  Flame Tree Road from As Lito Drive intersection. The contractor will be connecting the new 8-inch distribution system main to the existing main at the Flame Tree Road and As Lito Drive intersection.

This project is funded by the U. S. Environmental Protection Agency to provide a more reliable water system.

Tuesday, September 26, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a scheduled water service interruption on Saturday, September 30, 2017 from 2:00 a.m. to 12:00 p.m. in the San Antonio, Chalan Kanoa, Susupe and San Jose areas.

CUC Water Operations staff will be conducting leak detection’s and numerous tests on the water pressure around the areas to determine necessary changes to provide a more effective  and efficient operation. Customers in the affected areas should expect restoration of water services soon thereafter.

Scheduled Water Service Interruption for the Upper Navy Hill, China Town and Upper Miha Housing Areas

 

Tuesday, September  26,  2017- Saipan,  CNMI- The Commonwealth  Utilities  Corporation  (” CUC”) would like to  inform  the general public that there will be a scheduled  water service interruption on Friday, September 29, 2017 from 8:00 a.m. to 5:00 p.m. in the Upper Navy Hill, China Town and Upper Miha Housing areas.

The cause of the interruption is from a 12-inch water mainline break. Water  operations personnel are scheduled to make the necessary repairs on Friday, September 29, 2017 from 8:00 a.m. to 5:00 p.m. Customers in the affected areas should expect restoration of water services the following day as per water schedule hours from 6:00 a.m. to 2:00 p.m.

Scheduled Water Service Interruption for the As Terlaje , Chalan Lau/au (Beach Road and Middle Road) and Gualo Rai Areas

 

Friday, September 22, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a scheduled water service interruption on Tuesday, September 26, 2017 from 8:00 a.m. to 5:00 p.m. in the As Terlaje, Chalan Laulau (Beach Road and Middle Road) and Gualo Rai areas.

The purpose of the interruption is to allow CUC’s contractor AIC Marianas, Inc. for the NMC Water Tank Replacement Project, to connect a new transmission line to the existing mainline and install a new isolation valve. Required work is needed for the preparation of the disinfection and testing of the new NMC tank. Customers in the affected areas should expect restoration of services soon thereafter.

About the Proiect

This project is part of the NMC 1.0 MG Tank Replacement Project and funded by the United States Environmental Protection Agency (USEPA). Completion of the project will provide a more reliable water system.


Scheduled Power Interruption on September 23, 2017

 

(SAIPAN, Tuesday, September 19, 2017)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be a scheduled power interruption on Saturday, September 23, 2017 from 5:30 a.m. to 10:30 a.m.

The purpose of the power interruption is to de-energize the primary lines to allow CUC line crew to safely replace deteriorated power pole hardware in Kagman on Kagman Rd… This is part of an on­ going systems maintenance project to strengthen and harden the integrity of the power distribution system throughout Saipan.

Water services to Kagman, Papago, and upper San Vicente will be interrupted during the power interruption ; however all services should be restored after the power is re-energized.

Areas to be affected: Kagman (Kagman Homestead 1, 2, 3, and phase 4)

Water wells to be affected: KG-2, KG-3, KG-4, KG-6, KG-7, KG-8, KG-9, KG-10, KG-11, KG-12, KG-13, KG-14, KG-15, KG-16, KG-19, KG-21, KG-22, KG-23, and KG-131

The purpose of the power interruption is to de-energize the primary lines to allow CUC line crew to safely replace deteriorated power pole hardware in Capitol Hill on Pohnpei Way., near the Department of Commerce. This is part of an on-going systems maintenance project to strengthen and harden the integrity of the power distribution system throughout the island.

Areas to be affected: Capitol Hill (Capitol Hill Rd., Tapochao Road, partials of Chalan Galaidi, Capitol Hill Homestead) and Isa Dr. (Cator Pl., Atbut Dr., Panao Pl., Aluw Pl., Kalaskas Dr., Nanka Ln., Ottot Pl., Cat Claw Pl., Apple Pl., Egigi Dr., Nosa Ln., Dulili Ln., Gaga Karisu Dr., Gagatasi Ln., Ifet Dr., and Yogga Ln.)

(SAIPAN, Friday, September 8, 2017)-The Commonwealth Utilities Corporation (CUC) would  like to inform the gene al public  that there  will  be a scheduled  power  interruption on  Saturday, September  162017, fro6:30 a.m. to 11:30 a.m.

The purpose of the power interruption is to de-energize the primary lines to allow CUC line crew to safely replace deteriorated power pole hardware on Isa Dr., from entrance  of  Valley View  Apartment towards  Kagman  Mobil Gas Station.  This is  part of  an  on-going systems maintenance  project  to strengthen and harden the integrity of the power distribution system throughout the island.

Water services to Capitol  Hill,  Papago , Sadog Tasi,  Lower  Navy  Hill, CHCC  Hospital, and  Garapan will be interrupted during the power interruption ; however , all services should  be  restored after the power  is re-energized.

Sadog Tasi Wastewater Treatment Plant Odors

 

Thursday, September 7, 2017- Saipan, CNMI- In our continuing efforts to eliminate the excessive solids at the Sadog Tasi Wastewater Treatment Facility (“WWTF”), the Commonwealth Utilities Corporation would like to notify the general public that there will be a slight to moderate increase in the offensive odor level as we will be hauling processed sludge from the WWTF to the landfill beginning Saturday, September 9, 2017. The odor will be the result of disturbing the dried solids that have accumulated on site.

In addition, we will be making additional process control changes that will further our advancing sewage treatment efforts. These adjustments will also add to the increase in offensive odor levels. The odors may continue through  October  20, 2017. Every effort will be made to  keep the odors at a minimal level as much as possible. Since individuals have different heightened levels of smell, some individuals may find the odors more offensive than others. These odors should only be noticeable around the Puerto Rico/Sadog Tasi area.

(SAIPAN, Thursday, August 24, 2017)-Th e Commonwealth Utilities Corporation (” CUC”) would like to inf0rm the general public that there will be a scheduled power interruption on Tuesday, August 29, 2017 from 9:00 a.m. to 12:00 p.m.

The purpose of the power interruption is to de-energize the primary lines to allow the CUC line crew to safely relocate main primary power pole and primary line along Isa Drive on Capitol Hill. The relocation work is required to be performed for the proposed Cross Island Road Improvement Phase 3 Project.

Areas to be Affected: Capitol Hill (Haat Pl., Deloitte Certified Public Accountant Building,  Mate Drive, Hafno Street,  and Sag ua Drive).

Scheduled Power Interruption on August 26, 2017

(SAIPAN, Monday, August 21, 2017)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be a scheduled power interruption on Saturday, August 26, 2017, from 5:30 a.m. to 10:30 a.m.

The purpose of the power interruption is to de-energize the prim ry lines to allow CUC line crew to safely replace four (4) wooden power poles with concrete poles along Beach Road. This is part of an on-going FEMA Hazard Mitigation Project that involves the replacement of seven hundred eighty­ seven (787) wooden poles to concrete poles.

A total o f three hundred three (303) wooden poles have bee n replaced with their corresponding pole size. The remaining four hundred eighty-four (484) are to be replaced with their corresponding concrete pole size.

Areas to be affected: Beach Road (from Triple J Motors south to traffic light by Atkins Kroll Toyota)

Wastewater lifts station to be affected: S-12

Traffic light affected: San Jose (near Atkins Kroll Toyota)

Scheduled  Power Interruption  on August 25, 2017

This is part of an on-going USDA HEC grant program to improve the efficiency of the power distribution system throughout Saipan.

Areas to  be affected: Garapan (Kadena Di Amor and Chichirica Ave.)

(SAIPAN, Wednesday, July 26, 2017) – T he  Commonwealth  Utilities  Corporation (CUC)  would like to inform  the  general public  that  there  will  be  a  scheduled  power  interruption  on  Friday, July 28, 2017, from 5:00 a.m. to 7:00 a.m.

The purpose of the power interruption is to de-energize  the  primary lines  to allow CUC  line crew to  safely replace three (3) 75KVA transformers with three (3)  25KVA  pole  mounted  transformers along Micro Beach Road, near Bridge Capital in Garapan. This is  part of  an  on-going  USDA  HEC  grant program to  improve  the efficiency of  the  power distribution system throughout  Saipan .

Areas  to be affected:

From 5:00 a.m. to  5:30  a.m.Lower  Miha  (Adetfa  St.,  Kamia  Av.,  Botones  Av.,  Cactus  St., Filooris Av., Tamantigi St.  , Kalachucha Av., Dining & Bar 747, and  Kulites  P l.)

From 5:00 a.m. to 7:00 a.m.: Micro Beach Road (Bridge  Capital,  Swirls, and  Spicy Thai Noodle  Place)

Road Closure for Sewer Line Installation

 

Friday, July 21, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a road closure on the intersection of Chalan Pale Arnold Road and Chalan Monsignor Guerrero Road beginning Saturday, July 22, 2017 at 8:00 a.m. through Friday, July 28, 2017, 6:00 p.m. for a sewer line installation.

Hong Ye Construction, CUC’s contractor for the W-4, W-5 and W-6 Sewer Lift Station Elimination Project, will be completing the last 150 ft. to 200 ft. installation of sewer main for the contract.

For the safety of our men and women working at the site, motorists are advised to proceed with caution and take alternative routes when traveling by the area. A follow up press release detailing the traffic plan for the construction zone will be sent out before construction begins.

Scheduled Water Service Interruption for the Entire Kagman Area

 

Wednesday, July 19, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a scheduled water service interruption for the entir e Kagman area on Monday, July 24, 2017 from 9:00 a.m. to 1:00 p.m.

CUC’s leak detection consultant will be performing  leak  detection  on  the  CUC  water transmission lines throughout Kagman. In doing  so, shutting-off  the  water  wells  is  required  to locate leaks in the area. This project will  enhance  CUC’s  capability  to  provide  reliable  water service  in the future and  reduce  inconvenience to our consumers.

About the Proiect

This project is funded by the United States Environmental Protection Agency (“USEPA”) and is ex pected to continue throughout the month of August. Water service interruption within the area will not be required then.

(SAIPAN, Tuesday, July 18, 2017)-The Commonwealth Utilities Corporation (” CUC “) would like to inform the general public that there will be a scheduled power interruption on Saturday, July 22, 2017 from 5:30 a.m. to 10:30 a.m.

The purpose of the power interruption is to DE-energize the primary lines to allow CUC line crew to safely replace four (4) wooden power poles with concrete poles in Dandan on Flame Tree Road.

This is part of an on-going FEMA Hazard Mitigation Project that involves the replacement of seven hundred eighty seven (787) wooden poles to concrete   poles.

A total of two hundred eighty nine (289) wooden poles have been replaced with their corresponding pole size. A remaining four hundred ninety four (494) are to be replaced with their corresponding concrete pole size.

Water services may be affected  in the area during the  power interruption;  however, all services should  be restored after the power is re-energized.

Areas to be Affected: Lower Dandan (Holiday Dr., Independence Loop, and Natibu Pl.) and partials of Flame Tree Road.

Water Well to be Affected: IF-15

The purpose of the power interruption is to de-energize the primary lines to allow CUC line crew to safely rep lace three (3) l 00K VA transformers with three (3) 50KVA pole mounted transformers in San Jose on Chalan Monsignor Guerrero, in front of the Dolphin Wholesale. This is part of an on­ going USDA GEC Grant Program to strengthen and harden the integrity of the power distribution system throughout Saipan.

Areas to be Affected: Oleai (Teer Dr., Teer Pl., Oleai St., Maas Ln.,  Falasow  Pl., Patio  Pl., Ellegh Av., Ur St., T ammwoora Av.,  Apengagh  Av.,  Ghili  St.,  Wischiira  Way,  Ghiyeghi  St.,  Amorsch Way, and K.ko l Ln.), Ada Gym, Oleai Elementa ry School (O.E.S.), and  San  Jose  (Atkins Krollffoyota,  Sablan Building,  Marianas  Insurance Co., Ltd., Napa, and  Express Financial)

Scheduled Power Interruption on July 20, 2017

 

(SAIPAN, Tuesday, July 18, 2017)-The Commonwealth Utilities Corporation  (” CUC” ) would  like to inform the general public that there will be a scheduled power interruption on Thursday, July 20, 2017 from 9:00 a.m. to 1:00 p.m.

The purpose of the power interruption is to de-energize the primary lines to allow CUC line crew to safely replace two (2) wooden power poles with concrete poles in San Vicente on Isa Drive. This is part of an on-going FEMA Hazard Mitigation Project that involves the replacement of seven hundred eighty seven (787) wooden poles to concrete poles.

A total of two hundred eighty seven (287) wooden poles have been replaced with their corresponding pole size. Remaining four hundred ninety eight (498) are to be replaced to their corresponding concrete pole size.

Areas to be Affected: San Vicente Isa Dr. (Kahida Pl., Laulau Bay Drive, Achon Ln., Railroad Dr., Sinagu Ln., Tininu Pl., Galak Dr., Makpong Pl., Pacific Heights Ln., Boya Pl., Galayan Pl., Mulberry Ln., Lantana Pl., Palai Way, Mapga Ln., Langit Ln., Berbena Dr., Pakko Ln., Golondrina Dr., and Nifen Ln.)

Scheduled Water Service Interruption for the As Lito Area

 

Tuesday, July 18, 2017- SAIPAN, CNMI- The Commonwealth Utilities Corporation (” CUC”) would like to inform the general public that there will be a scheduled water service interruption for the As Lito area tomorrow July 19, 2017 from 8:30 a.m. to 2:30 p.m. due to a leak on the 2-inch water main line on As Lito Drive. CUC’s leak detection personnel discovered the leak during an ongoing leak detection and repair project.

For the safety of our men and women at the construction site, the general public is advised  to take alternative routes and proceed with caution as one lane will be closed during the construction. Water service is anticipated to be restored to regular service hours soon thereafter.

The cause of the interruption is from an 8-inch water main break on Chacha Road, Kagman. Water operations personnel are currently making the necessary repairs and anticipate completion by midnight tonight. Customers in the affected areas should expect restoration of services soon thereafter.

Update on Emergency Water Service Interruption for the As Lito, As Perdido, Airport Road Dandan,Chalan Monsignor Martinez Road and Koblerville Areas

Friday, July 14, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (” C UC” ) would like to update the general public of the water service interruption  for  the  As  Lito,  As Perdido, Airport Road Dandan, Chalan Monsignor  Martinez Road  and  Koblerville  areas. Temporary water serv ice interruption  will be extended  until Saturday, July 15,  2017.

The C UC  Wate r  Operations personnel completed th e waterlin e repair on the 6-inch transmission main on Exploring Drive, Dandan  at approximately  5:30 a.m. this morning. Due to the  length o f time needed to refill the tank, water service for the affected areas will  resume on J uly  15, 2017  as per regular water service schedule but are subject  to  change due to the tank’ s water level.

Friday, May 26, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there is an emergency water service interruption in

the Kannat Tabla, As Terlaje, Chalan Kiya, Chalan Laulau (Beach Road and Middle Road), Fina Sisu, parts of As Perdido and Gualo Rai areas.

 

The cause of the interruption is from a break on a 14-inch water transmission line that was identified by CUC water operations personnel at 10:30 a.m. this morning. CUC personnel are

currently making the necessary repairs and anticipate completion by midnight tonight. The water service interruption will continue in the Fina Sisu, Kannat Tabla, As Perdido and Chalan Kiya

areas until the repairs are completed and regular service hours will be restored.

 

However, due to low water level in the tank, As Terlaje, Chalan Laulau (Beach Road and Middle Road) and Gualo Rai areas should expect water service to be restored Saturday evening at

approximately 5:00 p.m. Ample time for the refill of the tank is needed, therefore, water service hours are dependent on the tank level and are subject to change.

 

The repair site is located in Airport Road Dandan between Torres Refrigeration and Herman’s Modern Bakery. For the safety of our men and women working at the site, motorists are advised

to proceed with caution when traveling through the area or to take alternative routes.


Water Service Interruption for Customers Adjacent to the Gualo Rai Tank

 

Thursday, May 25, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the customers adjacent to the Gualo Rai Tank in Gualo Rai village that they will be experiencing a temporary water service interruption due to the relocation of their water meters.

The CUC contractor, USA Fanter is scheduled to relocate the water meters on Friday, May 26, 2017 from 10:00 a.m. to 5:00 p.m. Customers in the affected areas should expect restoration of water service soon thereafter.

This construction project  is funded  by the US-DOI and  the CNMI CIP.

Sewer Odor in the Sadog Tasi, Puerto Rico, Lower Base and Garapan Areas

 

 

Tuesday, April 26, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a sewage odor in the Sadog Tasi, Puerto Rico, Lower Base and Garapan areas starting  Thursday,  April 27, 2017  through Wednesday,  May  17, 2017.

The Sadog Tasi Treatment Plant personnel will be removing accumulated sludge from the treatment   plant   site  and   hauling   it  to   the   landfill   starting   April   27,  2017 and  continuing intermittently until May 17,  2017.  Strong odor  is  expected  as the  pile  is disturbed  for transport and  ma y persist  until sludge removal  is completed.

Water service interruption in Gualo Rai

(CUC) — The Commonwealth Utilities Corp. has scheduled water service interruption for Wednesday, April 26, 2017, from 8 a.m. to 5 p.m. in the Gualo Rai area. Customers in the area should expect restoration of water services soon thereafter.

USA Fanter, CUC’s contractor for the federally funded Gualo Rai reservoir replacement project, will be disconnecting fittings from the temporary tanks.   Upon completion of this project, customers in the Gualo Rai area will experience longer water hours and adequate water pressure.

This project will enhance CUC’s capability to iso late problematic areas in the future to perform repairs and maintenance and reduce inconvenience to our consumers. Re-scheduled Water Service  Interruption for Gualo Rai

 

Thursday, April 13, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that the water service interruption for the Gualo Rai area scheduled on April 17, 2017 has been re-scheduled to begin on April 19, 2017 to April 21, 2017.  Customers in the affected areas should expect restoration of water services soon thereafter.

CUC’s contractor for the Gualo Rai Reservoir Replacement project will be disinfecting the new concrete water tank.  In order to disinfect the tank, CUC operators will need to fill the tanks overnight.  Disinfection of the tanks will ensure the water stored is safe for the consumer’s use.  After the completion of this project, the water pressure of the Gualo Rai village will improve.

Emergency Power Interruption on March 15, 2017

(SAIPAN, Tuesday, March 14, 2017) – The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be an emergency power interuption on Wednesday, March 15, 2017, from 3:30 p.m. to 6:30 p.m.

The purpose of the outage is to replace an air break switch and a capacitor which had failed on Sunday, March 12, 2017, causing an outage from 6:30 p.m. to 8:00 p.m. CUC line crew will perform mitigat ion work along Beach Road, Susupe, fronting the Ada Gym and fronting the Katupak Building to replace the damaged equipment and bring the circuit back to its original state. This mitigation effo1i will require a scheduled power outage on sectionalized areas of the Kiya 4 distribution circuit.

Areas to be affected: Oleai, San Jose, partials of Susupe (Susupe St., and Bakke St.), World Resort, Kanoa Resort, Joeten Susupe, Payless Shoe Source , Atkins Kroll/Toyota, Hotel Sun Palace, and Marianas High School (MHS).

Scheduled Water Service Interruption for West Isa Drive, Capitol Hill

Wednesday, February 08, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a scheduled water service interruption on Friday, February 10, 2017 from 7:30 a.m. to 5:00 p.m.

The purpose of this water service interruption is to allow CUC’s contractor GPPC to connect the new 6-inch distribution main installed along West Isa Drive to the existing 8-inch water main at the intersection of Capitol Hill Road and Isa Drive intersection.

Customers in the affected area should expect restoration of services soon thereafter. Due to the location and scale of the work, motorists are advised to proceed with caution when driving through the site for the safety of the workers. Water Operations Personnel discovered the leak when conducting leak detection serv ices throughout the area and are currently making the necessary repairs.

Tuesday, January 31, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC” ) would like to infonn the general public that there will be a temporary water service interruption for the villages alongside Chalan Monsignor Martinez Road in As Lito, Fina Sisu, As Perdido and parts of Koblerville tomorrow February 1, 2017, from 8:00 a.m. to 12:00 p.m. Customers in the affected areas should expect restoration of services soon thereafter.

The purpose of the scheduled water service interruption is to repair a couple leaks on the water main line locate d on the Chalan Monsignor Martinez Road in As Lito near the Green Consume Market.

Currently , the northbound lane is closed for CUC repair crews. Motorists are urged to be cautious in the area and also advised to take an alternative route if possible.

Tuesday, January 31, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a temporary water service inter ruption tomorrow February 1, 2017 from 8:00 a.m. to 4:00 p.m. in the Fina Sisu and As Perdido areas, as CUC’s contractor USA Fanter installs a 4-inch gate valve on the existing 4-inch waterline located at the intersection of Tun Joaquin Doi Road and Chalan Tun Apa Road in Finasisu.

Motorists are urged to be cautious in the area and also advised to take an alternative route if possible.

Emergency Water Service Interruption for Chalan Lau/au, Middle Road and Beach Road

Wednesday, January 18, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there is currently an emergency water service interruption in the Chalan Laulau, Middle Road and Beach Road areas.

The cause of the interruption is due to a 16-inch water main break fronting the Veterinarians Hospital in Chalan Laulau. Water operations personnel are working diligently with IT&E cable locators for the assessment of cable lines within the work site before repairing the damaged water line. Work is anticipated to be completed by midnight and customers in the affected areas should expect restoration of regular water service soon thereafter.

For the safety of our men and women working at the site, motorists are advised to proceed with caution and take alternative routes when traveling by the area.

Emergency Water Service Interruption for Koblerville, San Antonio and Afetnas

Monday, January 16, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there is currently an emergency water
service interruption in the Koblerville, San Antonio and Afetnas areas.

The cause of the interruption is due to the failure of a 30 HP booster pump at the Koblerville Booster Station. As a result of the failed pump the pressure is not adequate to distribute water to the listed areas. The service interruption began at 11:00 a.m. this morning and is expected to end this evening at approximately 5:00 p.m. after the repair of the pump. Customers in the affected areas should expect restoration of services soon thereafter.

Scheduled Water Service Interruption for As Lito, Fina Sisu, As Perdido and Portions of Koblerville

Wednesday, January 4, 2017- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a temporary water service interruption on Thursday January 5, 2017 from 8:00 a.m. to 5:00 p.m. The purpose for the interruption is to install a new fire hydrant by the Nutrition Assistance Program building in As Lito. Affected areas are the villages alongside Chalan Monsignor Martinez Road in As Lito, Fina Sisu, As Perdido and portions of Koblerville. Customers in the affected areas should expect water services to be restored soon after 5:00 p.m.

Due to the location of the repair, motorists are advised to take alternative routes and proceedwith caution for the safety of our men and women at the jobsite.

This project is funded by the Department of the Interior- Office of Insular Affairs through the Bureau of Reclamation, U.S. Environmental Protection Agency and CUC.

Friday, December 9, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that residents of Kannat Tabla, Chalan Kiya and Chalan
Laulau (villages on Beach Road and Middle Road from Chalan Monsignor Guerrero Road to Gualo Rai Road) that there is an emergency water service interruption due to a booster pump
motor electrical failure.

Water operations personnel are currently replacing the pump and work should be completed late this afternoon. Customers in the affected areas should expect restoration of regular water service

Emergency Water Service Interruption for Chalan Laulau (Middle Road and Beach Road) and As Terlaje

Monday, November 28, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that residents of As Terlaje and Chalan Laulau along Beach Road and Middle Road are experiencing a temporary water service interruption due to a major water main break on the existing 16-inch water main.

CUC water operations personnel discovered the line break when water began to seep out of the pavement along the outermost eastbound lane just below As Terlaje Hill. Both of the eastbound lanes are currently closed to traffic as crews excavate the site. For the safety of our men and women working at the site, motorists are advised to proceed with caution when traveling through the area or to take alternative routes.

Repairs are anticipated to be completed on the evening of November 28,2016 at 8:00 p.m. and customers in the affected areas should expect restoration of services soon thereafter. CUC apologizes for any inconvenience resulting from this water service interruption.

(Wednesday, November 23, 2016- Saipan, CNMI)- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that residents of South San Vicente on Dandan

Road will be experiencing a temporary water service interruption due to the replacement of a non-working gate valve on Adios Place on Monday, November 28, 2016 from 9:00 a.m. to 5:00

Thursday, November 17, 2016 – Saipan, CNMI – The Commonwealth Utilities Corporation (“CUC”) would like to inform its customers residing along Chalan Monsignor Martinez Road, Joeten Housing, portions of Koblerville and portions of As Perdido that there is an emergency water service interruption due to an 8-inch main line break in front of Happy Market in As Lito.

Water service personnel are currently making the necessary repair, which is anticipated to be completed by 9:00 p.m. this evening. Customers in the affected areas should expect restoration of service soon thereafter; however, if repairs are not completed by then, an update will be sent out.

(SAIPAN, Wednesday, November 9, 2016)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be two scheduled power interruptions on Friday, November 11, 2016, from 6:00 a.m. to 12:00 p.m. and on Saturday, November 12, 2016, from 6:00 a.m. to 12:00 p.m.

This is an effort to complete upgrades on the Feeder 3 distribution circuit in order to strengthen the integrity of the distribution circuit.

Emergency Water Service Interruption **REVISED**

Thursday, October 20, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there will be a water outage in the village of South San Vicente on Friday, October 21, 2016, from 9:00 a.m. to 1:00 p.m.

The purpose of this water outage is to allow CUC’s contractor, AIC Marianas, Inc. to inter-connect the new Sailing Drive water main to the existing water lateral. The contractor will be disconnecting the portion of the existing lateral that is to be abandoned in-place and connecting the existing pipe to the new pipe through a valve and fittings. Friday, October 14,2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to update its customers of San Vicente, Dandan, Obyan, As Lito, Finasisu, As Perdido, Koblerville, As Gonno and Afetnas that the temporary water service interruption for the aforementioned areas has been extended due to tank levels.

The testing commenced on Wednesday, October 12, 2016, at 9:30 a.m. for a 24-hour period. However, the Dandan tank level was found to be below critical levels today at 5:30 a.m. Customers in Koblerville, San Vicente and Airport Road are expected to receive water tonight at 5:00 p.m. and customers in Dandan, As Lito, Fina Sisu and As Perdido are expected to receive water service tomorrow morning at 5:30 a.m. as CUC operators and engineers work to pressurize the system. Customers are advised to please call CUC’s Call Center if they are experiencing low pressure or no water service. Updates will follow as soon as they are available.

Thursday, September 29, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform its customers of South San Vicente that they will be experiencing a temporary water service interruption on Tuesday, October 4, 2016, from 8:00 a.m. to 4:00 p.m., as AIC Marianas, Inc. CUC’s contractor, completes the connection of the new Sailing Drive water main to the existing water main along Dandan Road. The Contractor will be installing a tee and two valves to connect the newly installed main to the existing main at Sailing Drive.

CUC and its Contractor will be working hard to return water service to its customers in the affected areas as soon as possible Areas Affected: Dandan Road from the traffic light south towards the Dandan baseball field, Kuntan Huda Drive, Sailing Drive, Sun Rise Place, Bay View Place, Fishing Place, Walking Place, and Adios Place. Friday, September 23, 2016-The Commonwealth Utilities Corporation (CUC) customers in South San Vicente will experience a temporary water service interruption on Monday, September 26, 2016, from 9:00 a.m. to 12:00 p.m., as AIC Marianas, Inc. CUC’s contractor, installs a new valve on the existing pipe near Sailing Drive in preparation for placing the new main on Sailing Drive into service. CUC and its Contractor will be working hard to return water service to its customers in the affected areas as soon as possible. Areas to be affected: Dandan Road from the traffic light south towards the Dandan baseball field, Kuntan Huda Drive, Sailing Drive, Sun Rise Place, Bay View Place, Fishing Place, Walking Place, and Adios Place. The water main break was discovered by customers and reported to the Call Center last night. Scheduled Water Interruption

(SAIPAN, Wednesday, September 14, 2016) The Commonwealth Utilities Corp. would like to inform the general public that there will be a scheduled power interruption on Saturday, Sept. 17, from 7am to 3pm. The purpose of the power interruption is to de-energize the primary lines to allow the CUC line crew to safely replace three wooden primary power poles with concrete poles along Chalan Monsignor Guerrero Road. This will be an extended power interruption because the three power poles support double circuit systems (Kiya 1 and Kiya 2). Double circuit systems have twice as much hardware requiring the additional repair time.

The replacement of these power poles is part of the Federal Emergency Management Agency Hazard Mitigation from Typhoon Soudelor. CUC appreciates the understanding of the community as it continues to harden their system. Construction of Lift Station S4 Generator Building Project Garapan, Saipan

Friday, August 19, 2016- Saipan, CNMI – This is to notify the community at-large, and all adjacent property owners and businesses located near the corner of Cpl. Derence Jack Rd. & Beach Rd., East Garapan, that USA Fanter Corporation will be conducting demolition operations of the existing generator building and constructing a new S4 Generator Building on the CUC wastewater system. The construction will start on Monday, August 22, 2016 to October 28, 2016, from 8:00 a.m. to 7:00 p.m., Monday to Sunday. Working 7 days a week is necessary to complete construction as quickly as possible.

While construction activities are underway, traffic will be delayed and parking within the Right­ Of-Way (ROW) adjacent to the S4 Generator Building will be closed. Furthermore, the ROW where the proposed Generator Building would be located will restrict entrance and exit at the back side of Asia Rent Car. (SAIPAN, Friday, August 19, 2016)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be a scheduled power interruption on Saturday, August 20, 2016, from 7:30 a.m. to 1:40 p.m. The purpose of the power interruption is to de-energize the primary lines to allow the CUC line crew to safely replace a leaning primary power pole along Beach Road, in front of the Multipurpose Building. The leaning of the power pole was a result of a car hitting the pole. The condition of the pole presents public hazard and requires immediate replacement.

In addition, a separate crew will install an air break switch along Chalan Msgr. Guerrero in San Jose, near the Chalan Kiya traffic light. With the installation of an air break switch, power reliability increases by way of allowing load to flow at different partials of the circuits while simultaneously providing the line crew the flexibility to conduct maintenance during enforced power outages. (Saipan, Thursday, July 28, 2016) – The Commonwealth Utilities Corporation (CUC) would like to inform the general public that the CUC Power Distribution line crew will be working in the vicinity of Power Plant I in Lower Base on Saturday, July 30, 2016, from 5:20 a.m. to 5:30 p.m.

The purpose of the project is to perform maintenance on the H-frame structure that currently holds the main primary lines of Feeders 1,4, and 7. The line crew will de-energize the primary lines connected to the structure to safely tie-in air break switches and will replace old deteriorated hardware on said feeders. In addition, the line crew will install two spans of primary wire on Feeder 7. This project is part of CUC’s ongoing maintenance of the power distribution system in preparation for the typhoon season. Power and water services will not be interrupted. Monday, July 18, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC’} customers in Upper and Lower Stanford and portions of Lower San Vicente are experiencing a temporary water service interruption due to the testing of the new Papago Tank that is being integrated into the Eastern Water Operation System.

The project is anticipated to be completed by the evening of Friday, July 22, 2016 and customers in the affected areas should expect restoration of services soon thereafter. If customers see any leaks in the area, please report it to the CUC Customer Call Center. In addition, CUC Customers must ensure that float valves are working and shut off excess water going into their tanks as a caution to overflowing water tanks.

This particular feeder was the least damaged from Typhoon Soudelor, and at the time many of the power pole hardware did not require replacement. The CUC line crew and Engineering have been assessing the circuit for deteriorated hardware for replacement to resolve the problem. Temporary Water Service Interruption for Papago

(SAIPAN – Tuesday, June 7, 2016) The Commonwealth Utilities Corporation (“CUC”) customers in Papago will experience a temporary water service interruption on Thursday, June 9, 2016 from 8:00 a.m. to 5:00 p.m. The purpose of this water outage is to allow CUC’s contractor, MPC Inc., to install a new bypass system at the Capitol Hill tank site and connect a new booster pump system to the existing distribution main.

The water outage will affect residents living along Gurugur Lane, Papago Drive and portions of Isa Drive from Sosugi Drive to Mulberry Lane. This project is in preparation for the waterline upgrade in the area to improve system pressure and provide a more reliable water system. PUBLIC SERVICE ANNOUNCEMENT ! Water Service Update

(SAIPAN, Friday, June 3, 2016)- Several areas of the CUC water system are experiencing less than 24-hours of continuous service daily due to system deficiencies. While CUC continues to prioritize fixing leaks and replacing aging infrastructure, the water supply issues are worsened by the current drought conditions. One of our major supply sources for example has not been producing water for several weeks.

Community members can assist by adopting water conservation measures. Practical steps to take would include: fix all broken or leaking pipes and leaky outdoor faucets, fix leaky toilets and indoor faucets, reduce plant watering or irrigation, shut-off water tank fill valve as soon as tank is full, etc. Please continue reporting leaks to the CUC Call Center and all will be attended to as we are able. CUC would like to extend its appreciation to all in the community for their patience and cooperation as we work together through the current water shortage.


Public Notice Regarding CUC Sampling Plan for PFOS and PFOA detects

(May 27, 2016) CUC and BECQ have collaborated on a sampling plan to pinpoint the well source containing PFOS and/or PFOA compounds in response to the EPAs health advisory announced on Thursday, May 19, 2016. BECQ and CUC have identified 30 wells suspected of potentially having PFOS/PFOA contamination that contributed to elevated levels of these compounds following testing from the Isley Reseroir and the Isley Booster Station 1.

CUC has contacted a laboratory in California that will conduct the sample testing. Sample bottles will be received next week. Samples will be gathered and preserved during the second week of June and sent to the lab on or about June 13, 2016. Following analysis of the samples and test results, CUC will determine if further testing is required and what actions regarding well sources must be taken to safeguard its customers. Public Notice Regarding EPA Nation-wide Drinking Water Health Advisory

(May 24, 2016) On Thursday, May 19, 2016 the U.S. Environmental Protection Agency issued nationwide drinking water health advisories regarding two chemical contaminants: PFOA and PFOS. These health advisories are based on the latest science available and help local water systems and regulatory agencies take appropriate steps to address PFOA and PFOS if needed. The Commonwealth Utilities Corporation (CUC) has removed one of its wells from contributing water to the CUC Saipan water distribution system and is monitoring the quality of water that comes from the Isley Reservoir near the Saipan International Airport in response to contamination from these two chemicals. For many years, PFOA and PFOS were widely used in carpets, clothing, furniture fabrics, food packaging, and other materials to make them more resistant to water, grease, and stains. PFOA and PFOS were also used for firefighting maneuvers at airfields and in a number of industrial processes. Between 2000 and 2002, PFOS was voluntarily phased out of production in the U.S. by its primary manufacturer. EPA asked eight major companies to commit to eliminate their production and use of PFOA by the end of 2015. These companies have indicated that they have met their commitments. While there are some limited ongoing uses of these chemicals, in recent years, blood testing data has shown that exposures are declining across the nation. CUC conducted two rounds of sampling of its drinking water supply in 2015 as part of an effort to test for unregulated contaminants (PFOA and PFOS are both unregulated contaminants). While there was no detection of PFOA and PFOS in most of the 23 locations sampled from the CUC Saipan distribution system, there were 3 locations where PFOA and PFOS were detected above the new 70 parts per trillion health advisory concentration amount that EPA issued on Thursday May 19, 2016. The three locations where PFOA and PFOs were detected above the 70 parts per trillion health advisory level are all near the Saipan International Airport. The well with the highest concentration detected, well IF-208 with a combined concentration of 7,220 parts per trillion, has been removed from contributing water to the general CUC distribution system. Well IF-208 contributed water to Isley Booster 1, which is another location that PFOS was detected at a concentration of 210 parts per trillion. It is believed that removing IF-208 from general service will eliminate the elevated contamination at Isley Booster 1. The third location that PFOS was detected over the health advisory level was at the Isley Reservoir at a concentration of 170 parts per trillion in February 2015, which dropped to 97 parts per trillion in February 2016. Although the water from Isley Reservoir is slightly above the health advisory level, CUC will continue to distribute the water while it investigates the sources of the PFOS contamination. In an effort to determine the level, scope and source of contamination, CUC is conducting additional sampling of ground water sources (not just water distribution locations) in coordination with BECQ. CUC, with oversight from the Bureau of Environmental and Coastal Quality (BECQ), will keep customers informed of their progress in identifying and eliminating the sources of PFOS and PFOA contamination. CUC is taking these actions to help the general public limit their lifetime exposure to these chemicals. For most people, their source of exposure to PFOA and PFOS has come through food and consumer products. But drinking water can be an additional source of exposure in the small percentage of communities where these chemicals have contaminated water supplies. This is typically a localized issue associated with the specific facility – for example, in communities where a manufacturing plant or airfield made or used these chemicals. EPA’s assessment indicates that drinking water with individual or combined concentrations of PFOA and PFOS below 70 parts per trillion is not expected to result in adverse health effects over a lifetime of exposure. These levels reflect a margin of protection, including for the most sensitive populations, like pregnant women or lactating mothers. (Wednesday, March 4, 2016- Saipan, CNMI)- The Commonwealth Utilities Corporation (“CUC”) customers residing along Isa Drive from Ifet Drive Intersection to the Kagman Mobil gas station will experience a temporary water service interruption on Thursday, May 5, 2016, from 8:00 a.m.-5:00 p.m. CUC contractor, Maeda Pacific Corporation will be connecting a new Pressure Reducing Valve (“PRV”) to the main water distribution line as part of the Cll’ Improvement and Waterline Replacement Project. Temporary Water Service Interruption for Puerto Rico, Sadog Tasi, Garapan, China Town & Navy Hill Update

(Thursday, March 10, 2016 – Saipan, CNMI) The Commonwealth Utilities Corporation (“CUC”) customers in the villages of Garapan, China Town, Puerto Rico, Navy Hill will experience a temporary water service interruption resulting from a pump failure due portions of the cement wall collapse into the basin of the Maui 4 Shaft Well. The extent of the collapse was assessed today by the CUC water operators and engineering, however, they were unable to make the repairs to the pump and motor. Extensive repairs are needed on the existing cements walls that are 220 feet deep.

CUC water operators and engineers are working together to route water from other neighboring tanks in order to assist the affected areas. Water hours will be limited.

(Wednesday, March 9, 2016- Saipan, CNMI)- Commonwealth Utilities Corporation (“CUC”) customers in the village of Garapan are experiencing a temporary water service interruption caused from a burnt water well pump resulting in a major water well problem on SQ150 in Sadog Tasi. Repair personnel are currently addressing the issue and repairs are anticipated to be completed tomorrow, March 10,2016. (Wednesday, March 9, 2016- Saipan, CNMI)- Commonwealth Utilities Corporation (“CUC”) customers in the villages of Chinatown and Navy Hill are experiencing a temporary water service interruption resulting from a pump failure at the Maui 4 shaft in Sadog Tasi. CUC water personnel determined the damages to the shaft this morning and commenced the repair process. CNMI- The Commonwealth Utilities Corporation (“CUC”) would like to inform the general public that there is a scheduled power interruption on Saturday, March 5, 2016. from 7:30 a.m. to 12:30 p.m. The purpose of the power interruption is to de-energize the primary lines to allow the CUC line crew to safely replace five rotted primary power poles and replace a defective three phase transformer bank in Papago on Isa Dr. This is part of on-going systems maintenance throughout the island to address deficiencies on the electrical distribution grid. Another Ruptured 16-Inch Main Causes Temporary Water Service Interruption

March 3, 2016- Saipan, CNMI- The Commonwealth Utilities Corporation (“CUC”) customers in Chalan Laulau, Beach Road and Gualo Rai are experiencing a temporary water service interruption resulting from a ruptured 16-inch water main on Chalan Pale Arnold Road (Gualo Rai). The cause of the rupture is undetermined and is undergoing an investigation. The Call Center received a trouble call at 9:00 p.m. last night, reporting that there was a water leak on the northbound lane of Chalan Pale Arnold Road fronting Transamerica Hardware in Gualo Rai. The respective agencies were informed and repairs were initiated this morning at 8:00 a.m. Currently, the outer northbound lane is closed for CUC repair crews. Motorists are urged to be cautious in the area and also advised to take an alternative route if possible. Repairs are anticipated to be completed later today and customers in the affected area should expect restoration of services on Friday, March 4, 2016. December 3, 2015 – Saipan, CNMI – Commonwealth Utilities Corporation (CUC) customers in two of Saipan’s southern villages will experience a temporary service interruption as part of an ongoing federally funded waterline improvement project. On Monday, December 7, CUC will temporarily interrupt water service to customers along Isa Drive and Dandan Road between Chalan Tun Herman Pan and Sailing Drive at 10am to allow CUC’s contractor, RNV Construction, to install a new lateral line for customers in the area. CUC will limit the area affected by the six-hour outage to customers along Isa Drive between Chalan Tun Herman Pan (Airport Road) and the San Vicente intersection and along Dandan Road to Sailing Drive (just north of Dandan Middle School). This project is in preparation for the waterline upgrade in the area that will improve system pressure and create a more reliable water system as part of the San Vicente Service Area Extension Project, funded by the United States Environmental Protection Agency. On Friday, December 4, CUC will conduct a temporary power service interruption along Feeder 7. At 1pm, CUC line crews will temporarily interrupt power service to Achugao, San Roque, As Matuis, and Marpi to replace three deteriorated power poles and hardware. As a result of the temporary power service interruption, water service will affected for CUC customers in Saipan’s northern villages from Marpi to Tanapag. November 30, 2015 – Saipan, CNMI – As crews continue mounting transformers and reconnecting customers across Saipan, the Commonwealth Utilities Corporation is continuing with the next phase of the restoration by addressing portions of Saipan’s power transmission and distribution system less seriously damaged by Typhoon Soudelor. To maximize resources and accomplish restoration goals as quickly as possible, CUC will conduct a series of temporary power interruptions in the coming weeks to allow linemen safe access to the primary lines for the replacement of essential power distribution materials. At 8am Tuesday, December 1, CUC line crews will temporarily interrupt power service to Lower Base, As Mahetog, Sadog Tasi, and Capitol Hill to replace eight deteriorated power poles and hardware. Work on the repairs is expected to take up to nine hours to complete, at which time power will be restored to the area. At 8am Thursday, December 3, CUC line crews will temporarily interrupt power service to As Teo, Agag, and I Denni to replace eight deteriorated power poles and hardware. Work on the repairs is expected to take up to nine hours to complete, at which time power will be restored to the area. At 8am Saturday, December 5, CUC line crews will temporarily interrupt power service to Kagman and a portion of Papago to replace eight deteriorated power poles and hardware. Work on the repairs is expected to take up to nine hours to complete, at which time power will be restored to the area. Work on the repairs is expected to take up to nine hours to complete, at which time power will be restored to the area.

At 8am Tuesday, Nov. 24, CUC line crews will temporarily interrupt power service to Chalan Piao to replace deteriorated power poles and to install two air break switches. Work on the repairs is expected to take up to six hours to complete, at which time power will be restored to the area.

October 26, 2015 – Saipan, CNMI – Commonwealth Utilities Corporation (CUC) customers in two of Saipan’s southern villages will experience a temporary service interruption as part of an ongoing waterline improvement project. On Thursday, October 29, CUC will temporarily interrupt water service to customers in Finasisu, As Lito along Airport Road at 8am to allow CUC’s contractor, RNV Construction, to remove two gate valves at the intersection of Chalan Monsignor Martinez and Chalan Tun Doi Road.

CUC will limit the area affected by the nine-hour outage to customers along Chalan Monsignor Martinez between Chalan Monsignor Guerrero to ABCD Market in Koblerville, Chalan Tun Apa Road, Chalan Tun Doi Road, and Finasisu down to Frankie’s Auto Shop on As Perdido Road. The work in each of the villages is part of the 8” ACP (Asbestos Concrete Pipe) Waterline Abandonment for the San Vicente Service Area Extension Project funded by the United States Environmental Protection Agency. CUC Typhoon Soudelor Daily Update

September 24, 2015 Saipan, CNMI – The Commonwealth Utilities Corporation (CUC) continues the recovery and restoration of Saipan’s Power and Water systems with the assistance of local, regional and federal partners. Below you will find the latest information about Saipan’s power, water and wastewater capabilities. POWER Island-wide recovery efforts are carried out by an international team dedicated to the restoration of Saipan’s generation, transmission and distribution capabilities. All of the primary lines on each of Saipan’s eight feeders are projected to be online by the end of September and the majority of Saipan should be online by the end of October. As our crews begin work on the lateral lines, customers closer to the primary lines will be among the first to receive power while restoration will take longer for customers further away from the primary lines and those with more damage. PERSONNEL CUC Saipan linemen are currently supported by their peers from Rota, Tinian, Rhode Island, Palau, Yap, Pohnpei, Kosrae and Guam. GENERATION CUC is currently able to generate 43.4MW of electricity through a combination of Power Plant Four in Puerto Rico and Power Plant One in Lower Base. As the restoration of Saipan’s main production facility continues, we expect another 10MW to come online within the next two weeks. On Wednesday, September 23, Saipan’s base load was 13.8MW at 6am. Our daytime peak was 20MW at 2pm and our evening peak reached 19.5MW at 8pm. POWER PLANT FOUR Power Plant Four is currently able to produce 8.4MW of electricity from Generators 2 (2.1MW), 3(2.1MW), 5 (2.3MW), 7 (.95MW), and 9 (.95MW). The plant is currently standing in reserve. POWER PLANT ONE Power Plant One currently produces all electricity for Saipan with the capability to generate 35MW. Saipan’s current base load (the demand from customers connected to our network) is at 12.3MW in the early morning hours and a peak load of 17.2MW in the afternoon. Island power is provided by Generators 1 (5.5MW), 2 (4.0MW), and 3 (5.5MW), 5 (10MW), and 6 (10MW). Restoration of the consoles and generators continues which will lead to additional generation capability in the near future. Generator 7 (10MW) is being dried and a test run is scheduled for next week. DISTRIBUTION CUC and our partners have erected power poles and strung lines on each of Saipan’s eight feeders. As a result, we remain on target to meet our goal of energizing each of the primary lines by the end of September. The primary lines for Feeder 7 were connected to Power Plant One this afternoon and work continues along the Kiya 4 feeder. TRANSFORMER RECOVERY The Environmental Protection Agency has taken the responsibility of recovering and disposing of our damaged transformers. As of 2pm 9-22-15, the CUC/EPA Transformer Team collected a total of 641 downed transformers. WATER CUC has accomplished our immediate goal to bring limited water service to all of the villages across Saipan. As our ability to provide power to the island increases, our ability to energize wells will increase water production. LIMITED WATER SERVICE Until CUC is able to energize each of Saipan’s 150 wells, our Water Division is working to deliver island- wide water service, albeit in a limited capacity, using a network of generators from the Federal Emergency Management Agency. LIMITED WATER SERVICE OPERATION TESTING Water is pumped into our reservoirs overnight through a combination of pumps powered by CUC and by the generators provided by FEMA. Every morning, our engineers and operations personnel record the water level inside of the tanks and calculate how many gallons of water per minute our wells are able to produce. When water from the tanks is released into the system, our engineers and operations personnel record the water level drop inside of the tank and calculate how much water it takes to pressurize the lines. Once this happens, our crews continue to monitor the water level inside of the tanks to determine how much water is used by customers within the designated service area. While this happens, our crews also monitor the service area for leaks and dispatch repair crews to problem areas. In order to isolate the service areas, the same crews are responsible for driving through the villages, opening and closing valves. As each reservoir serves multiple areas, our crews must repeat this process multiple times to ensure that all of our customers receive limited water service. September 18, 2015 – Saipan, CNMI – Commonwealth Utilities Corporation (CUC) water customers in the vicinity of Capital Hill will experience a temporary service outage next week as work continues on the Capital Hill Pressure Improvement and Waterline Project. The nine-hour water outage is scheduled for Monday, September 21, from 7:30am to 4:30pm, as CUC’s contractor, MPC Inc. replaces three gate valves and connects a new pressure reducing valve (PRV) on the newly installed distribution line in preparation for the waterline upgrade in the area. The water outage will affect customers along East Isa Dr. from Sarah Market to the Kagman Mobil Station. Customers along Atbut Dr., Ifet Dr., Chunge Pl., Fakpe Pl., Egigi Dr., Fahang Dr., and Papago Dr. will also be affected but only for approximately three hours. As a result of the project, customers will experience improved system pressure and a more reliable water system. July 30, 2015 – Saipan, CNMI – Commonwealth Utilities Corporation (CUC) customers in San Jose and Oleai will experience a temporary water service interruption on Thursday, August 6, as crews continue work on the Department of Public Works (DPW) Texas Road Improvement Project. At 8am, CUC will temporarily interrupt water service to customers in San Jose and Oleai, to allow DPW’s contractor, AIC Marianas, Inc., improve the local water system while crews make way for the road improvements. Crewmen will replace two of the existing gate valves, disconnect the 10-inch water line from the 12-inch water line, install a pressure reducing valve, and connect a new 10-inch water line to the existing 10-inch water line. Work on the project is expected to take up to nine hours to complete, at which time water service will be restored to the area. Customers in the vicinity may temporarily experience higher than normal chlorine levels as part of the sanitization process when the main is put back into service. CUC advises customers to run the water until the chlorine level is reduced. CUC also encourages all customers in the affected communities to conserve water and that those who have water tanks and cisterns ensure their on-site equipment is fully functional and sanitary. (July 07, 2015) The Commonwealth Utilities Corporation would like to inform the residents of Chalan Kiya that there will be an emergency water outage from 8am to 5pm on Wednesday, July 08, 2015. The purpose of this water outage is to allow CUC’s contractor, AIC Marianas to repair a broken pressure reducing valve to ensure customers received adequate pressure. This project was part of the Chalan Kiya-Kannat Tabla Waterline Connection Project funded by the USA-EPA. CUC will be working hard to return water service to our customers in the affected area as soon as possible. This is to advise you that the Commonwealth Utilities Corporation (“CUC”) will be conducting “smoke testing” of the storm sewer and sanitary sewer systems in front of your building on the afternoon of Wednesday, May 20, 2015, from approximately 1:30 p.m. to 3:30 p.m. If you have any questions concerning this process, please contact theCUC call center at 664-4CUC (4282), or feel free to ask the CUC personnel conducting the test outside your building. SMOKE TESTING SAFETY During the testing, a special, non-toxic smoke is forced into the sewer lines in your neighborhood. This smoke leaves no residuals or stains and has no effect on plants or animals. Direct contact with the smoke may cause minor respiratory irritation in some people. TESTING NOTIFICATION CUC’s wastewater collection systems staff will perform the smoke testing. The crew members will not request entry into your home, but will be available in the area to assist you if you have any questions about the process. SMOKE IN YOUR HOME OR BUILDING To keep smoke from unnecessarily entering your structure, run water into all of your drains for one minute, especially those drains your use infrequently. Smoke should not enter your structure unless: Vents connected to your building’s sewer pipe are inadequate, defective or improperly installed; Traps under sinks, tubs, basins, showers and other drains are dry, defective, improperly installed or missing; or Pipe, connections and seals of the wastewater drain system in and under your building are damaged, defective, have clean out plugs missing or are improperly installed. If you do see or smell smoke in your structure, immediately report it to the testing crew or call CUC at (670) 664-4282. This may mean that potentially harmful gases from the sewer could be entering your structure. As of 9:00 pm, seven out of Saipan’s eight feeders are online; however, there are isolated areas in Dandan, Chalan Galaide, Capital Hill, As Lito (near Saipan International School), As Perdido, Navy Hill, Papago, and Gualo Rai without power. CUC Power personnel continue their efforts to restore electricity to customers serviced by the Kiya 1 feeder.

Our Power and Water crews have been out in the storm bringing power and water back online for just over an hour, but it will take some time before service is restored to all of our customers.

While the wind and rain continue to batter our islands, CUC Power and Water personnel are in the field addressing the isolated power outages in Saipan.

CUC Water personnel have begun the process of opening the valves for Saipan’s water tanks to restore water service. It is a manual process that requires the crews to open the valves by hand once power is restored to the pumps that fill the tanks. As of 7:00 pm, seven of Saipan’s eight feeders remain operational; however, there are isolated areas in Dandan, Chalan Galaide, As Lito (near Saipan International School), As Perdido, Navy Hill, Papago, and Gualo Rai without power. CUC Power personnel are working to restore electricity to customers serviced by the Kiya 1 feeder. Rota is experiencing the full force of Typhoon Dolphin’s fury. Feeder No.2, which serves the community from Songsong to Sinapalo, remains down. The situation on Tinian remains the same as Feeder No. 3, which provides power services to the Subdivision, Housing, Carolinas Heights, Marpo Valley and Marpo Heights areas as well as Tinian Dynasty, remains down.

CUC Power and Water personnel prepare for the green light to address the isolated power outages in Saipan. In the meantime, they continue to remain sheltered until the storm passes on instructions from the CNMI’s Emergency Management Office.

CUC Water personnel have closed the valves for all water tanks on Saipan in anticipation of power outages caused by the storm to prevent the water in the tanks from draining once the wells and pumps lose power.

As of 6:00 pm, all feeders on Saipan remain operational; however, there are isolated areas in Dandan, Chalan Galaide, As Lito (near Saipan International School), As Perdido, Navy Hill, Papago, and Gualo Rai without power. Rota is experiencing the CNMI’s strongest winds. Feeder No.2 (Songsong to Sinapalo,Rota) remains down. On Tinian, Feeder No. 3, which provides power services to the Subdivision, Housing, Carolinas Heights, Marpo Valley and Marpo Heights areas as well as Tinian Dynasty, remains down. Our next update will be at 7pm.

(SAIPAN, Monday, May 04, 2015).The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there wili be an emergency power interruption today, May 04,2015, from 2:45 p.m. to 3:45 p.m.

The purpose of this power interruption is to de-energize the high voltage primary lines to allow the CUC line crew to safely replace a damaged cross arm on Tapochao Rd. in Capital Hill. CUC apologizes for the short notice however, the emergency requires immediate attention. Water services may be affected in the area during the power interruption; however, all services should be restored after the power is re-energized. Areas to be affected: Capital Hill (Tapochao Rd.) Water Interruption for Koblerville, Agingan, South San Antonio and Aftena on Wednesday, April 08, 2015

(April 02, 2015) The Commonwealth Utilities Corporation would like to inform the water customers in Koblerville, Agingan, South San Antonio and Aftena villages that there will be a scheduled water interruption from 8am to 4pm on Wednesday, April 08, 2015 due to reconfiguration of the water pressure system in the Koblerville, Saipan. Customers in the affected villages are advised that during the reconfiguration they will receive low pressure to no water as the waterlines need ample time to regain pressure. The Koblerville sump tank and direct feed wells that currently serve all of Koblerville village are unable to supply adequate water pressure to customers who live in the higher elevations e.g. Chalan Msgr. Martinez Road and Adobu Drive. As a result, CUC’s operations and engineering team will be working on reconfiguring the water pressure system by serving the higher elevated homes from the direct feed wells. The lower elevation homes in Koblerville will continue to be served from the Koblerville sump tank. CUC apologizes in advance for any inconvenience resulting from this water service interruption. Emergency Power Interruption

(SAIPAN, Tuesday, March 31, 2015)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there will be an emergency power interruption today, March 31, 2015, from 3:30 p.m. to 6:30 p.m. The purpose of this power interruption is to de-energize the high voltage primary lines to allow the CUC line crew to safely replace a damaged primary power pole on Chalan Pale Arnold Rd in Tanapag in front of the Horizon Inc., across from Tanapag Elementary School. TS Bavi Restoration Update

(SAIPAN, March 18, 2015, 1600 Hours) – The Commonwealth Utilities Corporation (“CUC”) wants to update customers about outages affecting services island-wide. In general, CNMI endured Typhoon class winds on Sunday and CUC experienced many down power poles, trees on power lines, and other various hardware failures causing island wide outages. Power All Feeders are up, with some trouble areas throughout Saipan. Crews continue to work around the clock on isolated lateral outages, current areas include Kagman III, Capitol Hill, Gualo Rai, As Perdido, Chalan Kiya and Navy Hill. In total, CUC lost 10 power poles, had 40 large trees that fell or were blown into power lines that damaged the power grid throughout the island. Over 30 down power lines were initially identified, with most being restored. Other repairs include transformers, pole tops, hardware, and numerous customer drop lines mostly due to tree damage. Crews continue to address all of these problems with over 95% of the system customers restored. While all major population areas are energized, this does not minimize the impact and inconvenience to those customers still waiting for power. Water Water service is returned to all villages with the exception of the following: *Limited service will be provided to Garapan; Beach Rd and Middle Rd. from Garapan to San Jose. *Limited service will be provided to Gualo Rai. Water service in these areas remains limited as some wells do not have power restored. We encourage extra conservation of water by all customers until the entire water system has been fully restored, particularly those areas listed above. (SAIPAN, March 16, 2015, 1600 Hours) – The Commonwealth Utilities Corporation (“CUC”) wants to update customers about power outages affecting services island-wide. Saipan Power All Feeders are up, with some trouble areas such as Kagman III. Kagman I & II are now up and running. Transformers, pole tops, hardware, downed drop lines, and some pole replacement account for most of the needed restoration work. All in all, well over 80% of the system is up, which include the major population areas. There are scattered outages in each of these areas due to tree damage. Power plant is fully operational. Last night one Station Transformer fried. Plant technicians had to reconfigure the system to get production going. This added extra time in getting feeders back on line. Saipan Water A main concern continues to be water service. Power T&D and Water/Wastewater crews are working together by prioritizing well restoration. Water crews are also helping out in debris removal. Crews were able to get Isley Field back in service. We are still fighting problems in Kagman and, most important, in service in the Lower Base and Puerto Rico areas. Tinian It is reported that most areas are up with a portion of Feeder 3 still down. The wells are running however it will take a number of hours to pump up the system. Rota Everything restored earlier today. Crews are performing a planned shut down on Feeder #2 this afternoon to replace a cross-arm and other hardware. Thanks to the power plant, T&D, water/wastewater, and call center personnel on all islands. All of these groups worked throughout the storm and began restoration as soon as winds subsided. Due to intense winds customers have experienced power outages in most areas of Saipan. CUC is in full emergency operations mode, with multiple crews in the field. Some of our wells and booster pump stations will be shut down to protect the motors and controls from damage due to power outages and power imbalances. Affected areas may be island wide. Customers are advised to keep stored water on hand for drinking, flushing toilets and other emergency needs. We have six operators on duty at the Call Center and personnel from power, water and wastewater divisions are monitoring all facilities. CUC will begin restoring service immediately after storm conditions have passed and it is safe to access facilities. Limited Water Service for Kannat Tabla Tank Service Area

(March 13, 2015) The Commonwealth Utilities Corporation would like to inform the water customers in As Terlaje, Chalan Laulau, Chalan Rueda, I Liyang and Gualo Rai villages that due to continuing on-going construction of the Puerto Rico water storage tank, water service to customers will be limited to early mornings daily until further notice. The Puerto Rico tank is currently under construction and is scheduled for completion in late April 2015. The Kannat Tabla tank service area has been stretched to accommodate shortened water service to the Puerto Rico tank customers. In addition, the Kannat Tabla tank service area now includes the village of Chalan Kiya, thus shortening daily water service due to high demand. CUC’s operation and engineering team is working on solutions to help extend water service to the affected areas by adding an additional submersible pump to the Isley Booster I station, which will then supply additional water into the Kannat Tabla tank. Emergency Power Interruption

(SAIPAN, Thursday, March 12, 2015)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there is a scheduled power interruption on Saturday March 14,2015 from 7:30 a.m. to 3:00 p.m. Telesource CNMI Inc. has requested for an emergency power interruption so their technicians can perform needed inspections on the Low Voltage Transformer at the power plant facility. This transformer supplies power to the auxiliary system for the power plant and all its equipment. Because the auxiliary system must be shut down, power supply will not be available on the island of Tinian for the duration of the inspection. This work is expected to be completed by 12:00 p.m. and the island power supply restored soon thereafter. However, some areas of the distribution system will remain off line until 3:00 p.m. as the line crew performs repairs on two Air Break Switches in Marpo Valley. This is part of the on-going systems maintenance throughout the island to address deficiencies on the electrical distribution grid and to ensure that we do not encounter future system failure. Water Outage Related to Agag Waterline Project

CUC is alerting all customers in the areas served by the Capitol Hill water distribution system (As Teo, Capitol Hill, Talafofo, Isa Drive and Papago) that a portion of the system will be taken out of service for approximately 5 hours on Monday March 16th from 8:00 am to approximately 1:00 pm. Work on the Water Task Force waterline replacement project in the As Teo area requires that a portion of the Agag water distribution system be taken out of service for up to five hours. Work on the waterline replacement in the As Teo area requires that the existing tank be taken out of service for several hours. Scheduled Power. Interruption

(SAIPAN, Wednesday, February 25, 2015)·The Commonwealth Utilities Corporation (CUC) would like to inform the general public that a scheduled power interruption will be on Friday, February 27, 2015 from 3:30 p.m. to 4:30 p.m. Earlier this week, cue had replaced a defective Air Break Switch (ABS) near the Smiling Cove Marina on Industrial Dr. and needs to make final connections to energize the unit safely. The purpose for the ASS is to isolate problematic areas requiring maintenance and repairs and minimize inconvenience to consumers in the general area. Water Outage Notice for Chalan Kiya

(February 06. 2015) The Commonwealth Utilities Corporation would like to inform the residents of Chalan Kiya that there will be a water outage from 9am to 12pm on Wednesday, February 11, 2015. The purpose of this water outage is to allow CUC’s contractor, AIC Marianas to test a new pressure reducing valve and allow water from the Kannat Tabla reservoir to bring water service to the Chalan Kiya village. This project is part of the Chalan Kiya-Kannat Tabla Waterline Connection Project funded by the USA-EPA. CUC will be working hard to return water service to our customers in the affected area as soon as possible. Construction Water Outage Wednesday, January 27, 2015 Villages of Koblerville, Tottotville, As Gonno, Saipan

The Commonwealth Utilities Corporation would like to inform the residents of Koblerville, Tottotville, and As Gonno that an 8-hour water outage is scheduled for Wednesday, January 27, 2015 from 9:00 am to 5:00 pm. During this 8-hour period, water service will be interrupted intermittently. The purpose of this water outage is to allow CUC Water Operations to divert water from the existing Koblerville Wells to the Isley Reservoir. In order to achieve this, CUC must isolate certain sections in the Koblerville water system and this will cause the temporary water outage in villages mentioned above. The diversion of the water into the Isley Reservoir will eliminate direct feed wells from the system. Customers will see changes in service pressure as the distribution system will change from dead-headed pumps to the gravity pressure from the DanDan Reservoir. The Koblerville homestead will become part of the DanDan Tank Service Area and be removed from a non-compliant direct feed system without a reservoir. As such, the customers in the affected area will be served according to the pressure from the DanDan Reservoir. CUC’s operations team will be working hard to return service to our customers in these affected areas as soon as possible. Because the work to be performed will be in traveled roadways, CUC requests that motorist exercise caution when driving through the area. Ongoing CUC projects to result in water service interruptions

Due to new water tank construction projects, customers of the Commonwealth Utilities Corp. will be experiencing water services interruptions from time to time, according to CUC executive director Alan Fletcher. “CUC wishes to remind customers of several ongoing capital improvement projects that may periodically interrupt normal water service. Such interruptions will continue throughout the construction period,” he said.The interruptions will include reduced water service hours, reduced pressure, and /or occasional shutdowns. “We encourage customers to practice water conservation so that water service can be sustained at the highest level under these circumstances,” Fletcher said. CUC has several ongoing water tank projects for replacement in Puerto Rico and Papago. The replacement of the Puerto Rico reservoir is being undertaken by the Water Task Force to address the critical need for continued reliable water storage in Puerto Rico and neighboring communities. “CUC inspection revealed the failure of roof support rafters and other weaknesses in the tank that threatened catastrophic failure,” he said.Customers being served by the Puerto Rico tank will be experiencing interruptions in water services for the next six months. Areas include: Puerto Rico, lower Navy Hill, Lower Base, central Garapan (points south to the new True Value Hardware store), and possibly Tanapag, San Roque, and Marpi. The replacement of the Papago reservoir is being done by CUC. Customers in the area will also experience water service interruptions in the next six months. Areas include: Papago, San Vicente, Katbon Drive, and possibly Dandan, As Lito, and Fina Sisu (if heavy demand in the Dandan tank service, area needs to be augmented by Papago). “There are temporary tanks with limited storage serving in place of the Papago reservoir to mitigate water service interruptions while the permanent tank is constructed,” Fletcher said. Upcoming water tank projects The Gualo Rai and San Vicente reservoirs will also be replaced in the near future. Fletcher said the Gualo Rai reservoir has severe corrosion on the tanks shell, threatening its serviceability but temporary storage will be planned to provide limited water service to Gualo Rai community. Those that will be affected is only Gualo Rai. For the San Vicente replacement on its reservoir, CUC engineers and tank inspection consultant determined that the tank should be replaced as soon as funding is available. Until the tank is replaced, the water level in the tank has been reduced to ensure tank safety. Due to the lower level, water service hours may be reduced periodically and service pressures will be lower. Those that will be affected include San Vicente, Naftan, and Obyan. “CUC encourages all customers in the affected communities to conserve water and those that have water tanks and cisterns to take steps to make sure that their on-site equipment is fully functional and sanitary. CUC will announce when the new tanks are completed and in service such that reliance on on-site storage and pressure systems can terminate,” Fletcher said. Scheduled Power Interruption

(SAIPAN, Thursday, December 18, 2014)-The Commonwealth Utilities Corporation (CUC) would like to inform the general public that there are two scheduled power interruptions on Saturday, December 20, 2014, from 7:30 a.m. to 10:30 a.m. and from 1:30 p.m. to 5:30 p.m. The purpose of these power interruptions is to de-energize the primary lines to allow the CUC line crew to safely replace a cracked and strained primary power pole in Susupe on Beach Road, in front of the Saipan Community Church/School and replace a rotted power pole in Chalan Piao, inside the Hopwood Jr. High School campus. These are part of the on-going systems maintenance throughout the island to address deficiencies on the electrical distribution grid thus minimizing future power interruptions. Other areas will also be addressed and CUC greatly appreciates the understanding of the community. Water services may be affected in the area during the power interruption; however, all services should be restored after the power is re-energized.
